LITTLE ROCK - As the U.S. Senate neared a final vote on a children's health bill, Sen. Blanche Lincoln said Thursday the revised version addresses President Bush's concerns that it put poor children first and include safeguards against abuse by people who aren't eligible for federal assistance.
